I dunno what changed but now it seems that the Opposing Fronts factions have their speech all compiled into one file or, rather, two - Core and Full - but they contain both the British and Panzer Elite voices.

This means you can make Wehrmacht units speak German, but you can't make Panzer Elite units speak German without making the British also speak German.
